Terms of Use

Version 2026-10-18.2. By creating an account you accept these terms and the Privacy Policy.

1. The service

SEBEN, published by Établissement Bercy (34 Avenue colonel Ebeya, C/Gombe, Kinshasa, République démocratique du Congo), lists activities (concerts, night clubs, lounges, restaurants, bars and other events) in your city. SEBEN is an information service: we do not organise the events and we do not sell tickets unless a card says so.

2. Your account

• You must be 18 or older. Some content relates to alcohol and nightlife.
• You sign in with your phone number and a one-time code. Keep your phone secure; you are responsible for what happens on your account.
• One person, one account. Give accurate information.

3. The PASS

• Without a PASS you see a preview. The PASS gives access to the full agenda, event pages and « Pour toi » for the period you bought.
• No automatic renewal. A PASS is a one-time payment for a fixed number of days; nothing is charged again unless you buy again. We remind you before it ends.
• Buying a PASS while one is active adds the new period after the current one.
• Payment by mobile money or card through our payment provider. Prices are shown in the app before you pay:
  30 jours (30 days): 1,00 USD (République démocratique du Congo) · 3 mois (90 days): 2,90 USD (République démocratique du Congo) · 6 mois (180 days): 5,50 USD (République démocratique du Congo)
• Access starts as soon as the payment is confirmed. Because access is immediate, the PASS is not refundable, except for a double payment, a technical failure on our side, or where the law gives you a right. Write to tlukiana@gmail.com within 7 days with your payment reference.
• If a payment is confirmed late, the PASS is activated when we receive the confirmation.

4. Event information

Dates, prices and details are provided by organisers and venues and can change. Check with them before you go. We are not responsible for an event, its cancellation, or what happens there. Drink responsibly; never drive after drinking. Some categories (for example political or religious events) are published for information only and do not mean SEBEN endorses them.

4 bis. Partners (publishing activities)

• Venues and organisers can apply in the app (Account → Devenir partenaire). SEBEN approves or refuses applications.
• A partner publishes activities in its own category and city, under a paid visibility offer (Référencement, Mise en avant or BOOST). Prices are shown in the app. Payment is made outside the app (mobile money, bank transfer or cash) and the offer starts once SEBEN has verified it. Subscriptions do not renew automatically.
• Every activity is checked before it goes online; SEBEN may refuse or withdraw an activity that is inaccurate, unlawful or misleading, and tells the partner why. The partner is responsible for the accuracy of its information, dates, prices and for having the right to use its content.
• Offers are not refundable once started, except for a double payment or a technical failure on our side.

5. Invitations

You can invite friends with your code. When a friend you invited buys their first paid PASS, you receive bonus days, within the limits shown in the app. We may cancel rewards obtained through abuse, fake or duplicate accounts.

6. Acceptable use

Do not copy the agenda in bulk, resell access, share your account, attempt to bypass the PASS or security, or use SEBEN unlawfully.

7. Intellectual property

The app, brand, design and compiled agenda belong to Établissement Bercy or its licensors. You get a personal, non-transferable right to use the app.

8. Suspension and deletion

You can delete your account at any time in Account → Supprimer mon compte. We may suspend an account that breaks these terms. Deleting an account does not refund a running PASS, except where the law requires.

9. Liability

The service is provided as is, with reasonable care. To the extent the law allows, we are not liable for indirect losses or for events organised by third parties. Nothing here limits rights you cannot waive by law.

10. Changes

We may update these terms. For a meaningful change we tell you in the app before it applies; if you keep using SEBEN after that you accept it, otherwise you can delete your account.

11. Law and disputes

These terms are governed by the law of the Democratic Republic of the Congo. Before any legal action, please contact us so we can try to solve it. Mandatory consumer rights of your country of residence remain.
